It has now been a year since I submitted an open records request to Cheri Huffman Jones, the Secretary-Treasurer of the Public Building Authority of Blount County, Tennessee (PBA), for copies of the PBA meeting minutes for 2011-2015. Ms. Jones did provide me with minutes from most of the meetings. However, to this day she has not provided me with a copy of the minutes of the June 8, 2011 PBA meeting.
It appears that the PBA didn’t keep minutes for the meeting. The minutes of the June 15, 2011 meeting do not show approval of meeting minutes from the prior meeting held on June 8, 2011. Approval of minutes are in the minutes of subsequent meeting minutes. You can listen to the June 15, 2011 meeting in the videos below. No meeting minutes were approved during that meeting.
In the video, you’ll hear just how little the members of the PBA know about its operation and the way bonds work. The biggest concern of PBA member John Lambert, husband of former Blount County Commissioner Peggy Lambert, is that the PBA obtain an insurance policy that protects him from lawsuits.
If there are no meeting minutes for the June 8, 2011 PBA meeting, why doesn’t Mrs. Jones just say so?
